Items to Bring to the Office of Motor Vehicles to obtain a Temporary Instruction Permit for Driver’s Education:

Minor Students (14 years to 17 years old)

  • Original or State Certified Birth Certificate (no photocopies)
  • Social Security Card
  • School Enrollment Form – student must be at least in the 8th grade
  • Original or Court Certified Custody Papers (if there are any)
  • Legal Custodial/Domiciliary Parent/Guardian with their Driver’s License or State ID Card

Cost of Temporary Instruction Permit is $32.25 with a possible service fee up to $6.00. Forms of payment are Cash, Credit/Debit Card, Money Order, and Check (check number must be over 1500 to be accepted). Convenience fees apply for Credit/Debit Cards and Checks.

Course Guide

38 Hour Youth Program: $400.00

This course consists of 30 classroom hours of instruction and 8 hours of behind the wheel driving. Students may take the 38 hour course at age 15 years old and must be in at a minimum of the 8th grade. Each student receives individual behind the wheel training with a certified instructor. The student’s birth certificate or a Louisiana State Identification is required during registration. Each class will have built in breaks of 5 minutes each hour.

14 Hour Pre-Licensing, Defensive Driving, Court Mandated: $250.00

This is a 14-hour course that is offered to individual’s ages 18 and older. This course covers Louisiana and U.S. rules and regulations. It also covers defensive driving techniques, as well as alcohol and drug abuse. Pre-registration for this course is not required but encouraged. For identification, you must have a social security card and/or birth certificate. NOT AVAILABLE AT THIS TIME

Cancellation/Refund Policy:

Please give 24-hour notice if a student is unable to attend a scheduled course. No refund of the $100.00 partial payment will be given if the student does not attend and if notification is not given. If 24 hours notice is given and the student does not to attend Fair City Driving Academy an administrative fee of $50.00 will apply with the rest being refunded. In cases of NSF checks a $50.00 fee will apply. 

Behavior Requirements: At F.C.D.A. we treat our student and parents with the highest level of respect. We have high expectations for our students overall success. With that in mind F.C.D.A. will not tolerate any type of cheating, disrespectfulness, fighting, habitual tardiness, stealing, or any other serious discipline problems. These problems may lead to the student being expelled and forfeiture for the full course amount, no refunds. If a student is expelled he/she may enroll in a future class at full course expense. NO tobacco products or illegal substances will be allowed at our facility. Any violations could result in being expelled. No tobacco use will be allowed by any minor at any time while taking any course.

Absence, Rescheduling, Grading Policy: If a student is absent the class time he/she has missed must be made up during future classes. Louisiana requires 30 hours of classroom instruction. The scheduling of makeup hours will be handled by the course’s instructor. Louisiana requires that students pass all tests given with a minimum 80%, and the overall course with a minimum 80% to be issued a Certificate of Success Completion.

F.C.D.A. does not guarantee that successful completion of any course or driving instruction by any student will guarantee the issuance of a Driver’s license or Learner’s permit by the Department of Motor Vehicles.

Driving Requirements: Students who are enrolled in the 38/14-hour course must complete 8 hours of behind the wheel driving once the classroom instruction is complete. Students will predominately do their drives on weekends. All students will start and finish their drives at the F.C.D.A. facility. Each driving lesson will be for 2 hours and may be postponed by F.C.D.A. due to severe weather. At the end of the fourth drive (8 hours total) each student will receive a driving evaluation sheet. Each student will receive their completion certificate within five business days after completing the course. The white copy will be given to the Department of Motor Vehicles (DMV) and the yellow copy parents will keep for their records. If the original is lost, a new completion certificate will cost $10.00. We ask for 24-hour notice to be given if a student will not be able to drive during his/her scheduled time. If 24-hour notice is not given there will be a $25.00 cancellation fee. This fee must be paid before the next scheduled class in order to continue the drives. IF a student is unable to drive due to health problems please contact F.C.D.A. as soon as possible.

Miscellaneous Information for Parents/Guardians/Students:

We request to meet with each parent prior to start of each new course. During this time, we will give the course introduction and requirements to successfully complete the 38 hours. F.C.D.A. will provide each student with a workbook. If your child has any type of learning difficulties, or disabilities that you feel we need to know, please indicate on your child’s registration form. F.C.D.A. does not guarantee that a driver’s license, permit, or certificate of completion will be obtained by just taking any of the mentioned courses. Any grievances not resolved by the school may be forwarded to the Department of Public Safety & Corrections, Office of Motor Vehicles, Attention: Training & Certification Unit, P.O. Box 64886, Baton Rouge, La. 70896.

Methods of Payment: F.C.D.A. only accepts cash, and money orders. Payment in full is expected before any services are rendered with exception of the 38-hour course: a $100.00 partial payment and 14-hour course: a $100.00 partial payment is initially required by money order or cash only. Full payment must be made prior to the conclusion of the classroom hours of instruction. No personal checks or credit cards accepted at this time, we apologize for any inconvenience this may cause.

*Remember to bring your child’s birth certificate on the 1st day of class!

Each Student will be provided with a Workbook and Manual to use during class. PLEASE DO NOT WRITE IN THE WORKBOOK OR MANUAL. If the student would like a copy of the manual for home go expresslane.org and look under forms/study guides, make sure they get the (ro14) version

Students are to bring a Picture ID the first day of class.

A Parent or Legal Guardian of students attending 38-hour class must be available at the classroom at 4:00 PM on the last day of class to sign paperwork or make other arrangements with the Instructor.

If you wear contact Lens or Glasses you must bring a note from your doctor, stating you can see well enough to drive.
